The Future of Milan Goes through Expo: From the Legacy of the Event to the New Research Industrial Park

ABSTRACT

This paper is devoted to the analysis of post-Expo policies, aiming at grasping the legacy of the International mega-event hosted by Milan in 2015.
After a short discussion on the relevant economic literature on megaevents’ legacy, the paper discusses the Delphi Analysis method, and specifically the Policy Delphi, as a methodological tool to gather the evaluations, judgments, and proposals of a selected set of academics, technicians, policy makers and representatives of the regional business community.
The core of the WP is devoted to the analysis and interpretations of the Policy Delphi exercise carried out by CERTeT in the Winter 2015-2016.
In the meanwhile things have gone on and we have the Arexpo SpA up and running, to manage the site and the project. Also an open tender has been already closed, a call looking for the identification and selection of a General Advisor in charge of the development of the Masterplan for the new Research Industrial Park.
A main result of the WP is the comparison between the Policy Delphy’s results and the course of events with the choices already emerged. There is a quite strong coherence between the two, as well as a number of attentions to be considered and tasks to bring to a successful conclusion if we want to reach the success of the Research Industrial Park on the go. The analysis sheds also light on a number of criticalities which Arexpo will have to deal with in the next months.
The final part of the WP addresses to some of these major criticalities emerged from the preliminary proposal, and suggests some further delineations of the functions to be implemented in the area within the project under
construction.
The paper aims at taking part in the ongoing debate on the future of the area, and at offering a fresh and independent contribution for the selection of the best ways to implement the design of a sustainable and competitive Milan; so as to get the most from the positive and enlightening experience of the international
mega-event Expo 2015.
